How Tax Groups Work in Bitrix

The applicable rate is determined at the moment of cart calculation. Bitrix reads the buyer's address from order properties (b_sale_order_props_value) — it looks for a property with type LOCATION or TEXT with the country/region code. The binding of a tax group to a store is configured in /bitrix/admin/sale_tax.php. Each group can be active for a specific site (LID). During cart calculation, the sale module calls \Bitrix\Sale\Tax::getList() with a filter by LID and applies the first matching rate by country/region from the address.
Why Is It Important to Align VAT_INCLUDED and IS_IN_PRICE
If catalog prices include VAT (VAT_INCLUDED = Y) and the regional rate is lower (e.g., 0% for export), the cart must recalculate prices. Bitrix does this automatically through the tax mechanism of the sale module, but only if IS_IN_PRICE = Y in b_sale_tax_rate and VAT_INCLUDED = Y in b_catalog_product are consistent.

How to Automatically Detect the Buyer's Region
Problem: the buyer does not always fill in the address before cart calculation. For automatic region detection by IP, we use the seo module — class \Bitrix\Seo\Ip2Location.
